Consistent with the national vision and objectives set forth in the Medium-Term Philippine Development Plan or Angat Pinoy 2004, government shall harness the full potentials of information and communications technology (ICT) to ensure wider public access to information and the faster and more efficient delivery of government services to the public.
Once the Philippine government goes online, Filipino citizens anywhere in the country and in other shores, as well as current and potential foreign investors anywhere in the world, will have electronic access to government information and services.

About the ICT e-Government Program
The Commission on Information and Communication Technology in cooperation with US-ASEAN Business Council and the RP-US Business Council organized a forum on ICT and E-government strategies for the Philippines. The goal of the program, titled Cabinet Forum: Harnessing ICT for Effective Governance, is to help push the designing of an ICT architecture for the Philippine government.
Cabinet Forum: Harnessing ICT For Effective Governance, is the first program to bring together senior Philippine Government officials with ICT experts from across the Philippines and Asia. The Forum allows members of the Cabinet to engage ICT experts on challenges that could be addressed through technology.
The program is designed to be a unique opportunity to gather policymakers and experts together to collectively focus on issues related to ICT and E-government that are critical to the industry. Together, Forum participants explored the long-term vision for ICT application in the Government of the Philippines, answering the question: How might the adoption of technology benefit the core issues of government?"
The objective is to raise the awareness of Cabinet members with portfolios and the Heads of Agencies providing ciritical citizens services on the impact of ICT in effective governance. The seminar also highlighted the need to integrate systems across different agencies to ensure a more effective and transparent delivery of these services.
The program's goal is to will showcase Best Practices from other countries and the Philippines on E-Government Strategies and panel discussion on issues such as Digital Infrastructure implementation, development of citizen centric services, and funding options.
About the Organizers
The Commission on Information and Communications Technology
The Commission on Information and Communications Technology (CICT) was created early in 2004 and is composed of the National Computer Center (NCC), Telecommunications Office [TelOf], and all other operating units currently existing in the Department of Transportation and Communications (DOTC), which directly support Communications (e.g., the Telecommunications Policy and Planning Office). The National Telecommunications Commission (NTC) and the Philippine Postal Corporation (PPC) are also affiliated to the Commission.
The mandate of the CICT is to immediately address the urgent need to harmonize and make the countrys approach to ICT development more coherent and efficient. Thus, the CICT plays an active role in streamlining, managing, coordinating and implementing the various ICT-related plans and policies of Government.
It serves as the primary policy, planning, coordinating, implementing, regulating, and administrative entity of the executive branch of Government that will promote, develop, and regulate integrated and strategic ICT systems and reliable and cost-efficient communication facilities and services.
The US ASEAN Business Council
The US ASEAN Business Council is a non-government organization dedicated to effectively strengthening bilateral and US-ASEAN relations through strong economic and commercial ties. The Council represents approximately 150 US companies, including a large number of Fortune 500 companies. With over two decades of building strategic alliances and working relationships with ASEAN regional organizations as well as with government and private sector leaders in each of the 10 ASEAN countries, the Council is the leading organization promoting trade, investment, and technology cooperation between ASEAN and the US business community.
The RP-US Business Council
The Philippines-U.S. Business Council is composed of Chief Executive Officers of leading corporations in the Philippines with close business ties to American corporations. Organized in 1987 following the U.S. State Visit of President Corazon Aquino, the Council's objectives are to enhance and promote Philippine-U.S. business relations through its counterpart U.S.-Philippine Business Committee, the Philippine-American Chamber of Commerce, the U.S.-ASEAN Business Council, and individual companies and partners.
The Council is presently chaired by RAMON R. DEL ROSARIO, JR., former Secretary of Finance and currently Chairman and CEO of AB Capital and Investment Corporation as well as President of Philippine Investment Management (PHINMA), Inc. The Vice Chairman is ROBERTO F. DE OCAMPO, also a former Secretary of Finance and currently President of the Asian Institute of Management.
